After reviewing the Motion and the responses, and consulting with the Assigned Commissioner's office, I deny the Motion. The questions set forth in the ruling are not intended to prejudge the outcome of Phase 1 and are properly within the scope of our investigation into distributed generation.
In the Motion, SCE also seeks clarification that Phase 2 is not the proceeding that will set specific rates for utilities. For clarification, Phase 2 is the forum for developing a conceptual framework and overarching rate design principles but will not establish specific rates. The questions set forth in the April 14 ruling should be addressed in the context of distributed generation, not the broader context of distribution competition.
