Assigned Commissioner Grueneich will be holding an En Banc on the proposed decision titled Decision Granting a Certificate of Public Convenience and Necessity for the Tehachapi Renewable Transmission Project (Segments 4-11), issued November 3, 2009.
At the En Banc, all parties are invited to present their issues regarding the proposed decision to Commissioner Grueneich and the other Commissioners in attendance. All Parties are requested to limit their remarks to a maximum of 5 minutes. Similarly situated parties are encouraged to select a representative to speak on their behalf. Southern California Edison will be given 10 minutes to respond to the remarks of other parties. The remainder of the En Banc will be reserved for Commissioners to ask questions of Parties.
Parties who wish to present their issues at the En Banc must send an R.S.V.P to Commissioner Grueneich's office by emailing Scott Mosbaugh at

The California Public Utilities Commission (CPUC) and California Energy Commission members as well as other state representatives will discuss and invite public comments on the Renewables Portfolio Standard, Energy Efficiency, California Energy Activities related to the American Recovery and Reinvestment Act of 2009 (ARRA), Greenhouse Gas Reduction Activities, and other topical energy issues. Though there may be a quorum of Commissioners present, no decisions will be made at this public meeting.

Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand-delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles, California.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.

FORUM INFORMATION:
The CSI Program Forum was established to provide an ongoing opportunity for public stakeholders to identify and discuss top priority issues related to the administration and implementation of the PUC's portion of the CSI program.
This stakeholder workshop is an opportunity to offer feedback on the progress of the Research Development and Demonstration (RD&D) Plan to-date and also to make recommendations for the future. Questions to be addressed at the workshop include:
· Have the solicitations focused appropriately on the goals of the program and in the needed timeframes?
· Are the solicitations responsive to marketplace needs and processes?
· Is there appropriate leveraging of CSI Solar RD&D Program funding?

WORKSHOP INFORMATION:
The CPUC is required to submit a cost-benefit evaluation of the NEM program to the Legislature by January 1, 2010. In addition, the CPUC has established a methodology for assessing the costs and benefits of distributed generation programs like the CSI. Since the two evaluations are closely related, the CPUC has selected a single contractor, E3 Inc., to carry out both studies and they will be describing their approach and analysis. The main focus will be on the NEM analysis, as that is due to be complete first, but will also provide stakeholders a preview of the analysis planned for CSI cost-effectiveness. This workshop will give stakeholders the opportunity to examine the details of our evaluation approach before the reports are finalized.

WORKSHOP OVERVIEW
On October 11, 2009, the Governor signed SB 412 (Stats. 2009, ch. 182) into law. SB 412 authorizes the CPUC, in consultation with the California Air Resources Board (ARB), to determine eligible technologies for the Self Generation Incentive Program (SGIP) based on the requirement that they "achieve reductions of greenhouse gas emissions pursuant to the California Global Warming Solutions Act of 2006."
On November 13, 2009, an ALJ Ruling was issued in R. 08-03-008, soliciting comments from parties on implementing the provisions of SB 412. This workshop will consider the questions posed in that ruling. An agenda will be posted on the CPUC Daily Calendar closer to the date of the workshop.

The Energy Division has prepared Resolution E-4277 for the November 20, 2009 Commission Meeting. This Resolution approves cost recovery for San Diego Gas & Electric Company's renewable energy power purchase agreement with NaturEner Rim Rock Wind Energy, LLC. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Draft Resolution L-384 authorizes disclosure of records of the California Public Utilities Commission Consumer Protection and Safety Division's investigation of a train-pedestrian incident that occurred on April 19, 2008, at the San Bruno Caltrain station in San Bruno, California, CPUC Crossing Number 105E-11.60-D, FRA/DOT Crossing Number 922713E. Draft Resolution L-384 will be on the agenda at the Commission's November 20, 2009 meeting. The Commission may then vote on the resolution or it may postpone a vote until later. The Commission may adopt all or part of L-384, amend or modify it, or set it aside and prepare a different resolution. On October 19, 2009, the draft resolution was circulated to the Resolution L-384 service list, pursuant to California Public Utilities
Code § 311(g) and Rule 14.2(c)(2) of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at www.cpuc.ca.gov.
Interested parties may file comments on the draft resolution, and may file replies to comments. (Rule 14.5) The original and two copies must be filed with the Legal Division by November 10, 2009, at the address set forth below. Reply comments must be filed by November 16, 2009. Commenters must also serve comments and reply comments on the service list. Commenters may send copies of comments and reply comments by electronic mail to the e-mail address below. The Consumer Protection and Safety Division has prepared Draft Resolution SX-94 for the November 20, 2009
Commission Meeting. This resolution grants the City of Sacramento's request for continuing an existing impaired overhead railroad clearance pursuant to General Order 26-D, Section 15 -Lesser Clearances Lawfully Created Prior to the Effective Date of This Order. The continuation of the impaired clearance is necessary due to a need to shift tracks slightly at the identified location and an inability to bring the location to current standards without replacement of the entire railroad bridge structure. The owning railroad, Union Pacific Railroad, has indicated it has no objections to continuance of the existing condition. Any questions or comments should be directed to David Stewart at

The Communications Division has prepared Resolution T-17241 for the November 20, 2009 Commission Meeting regarding Funding Approval for the Race Telecommunications Inc. (U-7060-C) Last Mile Project, from the California Advanced Services Fund (CASF). The Resolution adopts contingent CASF funding of $9,500,864. The amount granted represents 10% of the project costs to provide broadband service to unserved and underserved areas in accordance with Commission Resolution T-17143 and Decision 09-07-020.

NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Draft Resolution L-387 authorizes disclosure of records of the California Public Utilities Commission Consumer Protection and Safety Division's investigation of an electrical incident that occurred on October 21, 2007, at 13545 Nightsky Drive, Camarillo, California. Draft Resolution L-387 will be on the agenda at the Commission's December 17, 2009 meeting. The Commission may then vote on the resolution or it may postpone a vote until later. The Commission may adopt all or part of L-387, amend or modify it, or set it aside and prepare a different resolution. On November 9, 2009, the draft resolution was circulated to the Resolution L-387 service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.2(c)(2) of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at www.cpuc.ca.gov.
Interested parties may file comments on the draft resolution, and may file replies to comments. (Rule 14.5) The original and two copies must be filed with the Legal Division by December 7, 2009, at the address set forth below. Reply comments must be filed by December 14, 2009. Commenters must also serve comments and reply comments on the service list. Commenters may send copies of comments and reply comments by electronic mail to the e-mail address below. Comments shall focus on factual, legal or technical error in the draft resolution, and reply comments shall be limited to identifying misrepresentations of law and fact contained in the comments of other parties.
